On April 23, Li Zhongze, Assistant General Manager of the Group Company and Party Secretary of China MCC, visited the MCC CRIBC to provide on-site guidance and extend regards to the frontline staff and workers. Xiao Peng, Member of the Standing Committee of the Party Committee and Vice President of China MCC, accompanied the inspection. 

Li Zhongze conducted a site visit to the Cultural Tourism Exhibition Hall of the MCC CRIBC and the China Training Base for the World Skills Competition. He also inspected the National Key Laboratory of Environmental Protection for Iron&Steel Industry and the Daxing Experimental Base of MCC Testing. During the visit, he engaged in in-depth exchanges with Dr. Zeng Bin, an academician of the Chinese Academy of Engineering and Chief Scientist of the Group, as well as Mr. Zhu Jianguo, the Chief Technical Expert of the Group. During the visit, Li Zhongze conducted a thorough review of the enterprise's operational performance, scientific and technological innovation, formulation and implementation of the "15th Five-Year Plan," and Party-building initiatives. He commended MCC CRIBC for its recent advancements in strengthening research platforms, cultivating scientific talent, and fostering deep integration between technological innovation and industrial development, while encouraging continued dedication to achieve further breakthroughs and cultivate new drivers of high-quality development through technological innovation. 

During discussions with cadres, Li Zhongze put forward three requirements for the high-quality development of MCC CRIBC during the "15th Five-Year Plan" period. First, focus on forging distinctive long-term advantages and continuously enhance core competitiveness.  We must establish and practice a correct view of performance, guiding comprehensive deepening of reforms with the new development philosophy.   We should return to the essence of scientific research, adhere to the "four orientations," align our aspirations and actions with national imperatives, and promote the efficient transformation of research outcomes.   We need to cultivate superior long-term advantages, concentrate on specialized businesses such as inspection and testing, cultural tourism engineering, and industrial environmental governance, and strive to make these niche segments more professional, refined, distinctive, and stronger.     Second, adhere to the leadership of scientific and technological innovation, and focus on empowering high-quality development.  We must fully leverage the role of national strategic scientific and technological forces, attach high importance to the construction of national-level platforms, seize the opportunities of deepening national science and technology system reform, and spare no effort in building and strengthening innovation hubs.  We should continuously strengthen the construction of scientific research talent, focus on cultivating leading scientific and technological figures and young backbone personnel, and build a high-level, echelon-based, and scientifically calibrated talent team.  We need to deepen the reform of science and technology systems and mechanisms, fully utilize various incentive policies at the national, industry, and local levels, and establish an ecosystem of integrated industry-academia-research-application to inject momentum into technological innovation.  Third, comprehensively strengthen Party building and advance full and strict governance of the Party in depth.   We must effectively strengthen Party building in state-owned enterprises, and use the standardization of Party building to drive the transformation of grassroots Party organizations from "visible coverage" to "effective coverage."   We should advance full and strict governance of the Party in depth, using the "look-back" on central inspection rectifications, the group company's inspection rectifications, and economic responsibility audit rectifications as leverage, drawing inferences from one case and addressing both symptoms and root causes to ensure rectifications are thorough and effective.   We need to increase efforts to rectify loss-making enterprises, adhere to the principle of "one enterprise, one policy," resolutely achieve the targets of loss reduction and loss elimination, and use the effectiveness of rectifications to improve management levels and development efficiency.
