On May 21, Chen Jianguang, a member of the Party Leadership Group and Deputy General Manager of China Minmetals, Secretary of the Party Committee and Chairman of China MCC, inspected China MCC's Zhengzhou Zhongyuan Medical Science City International Exchange Center Project and Zhongyuan High-Speed Rail Port Digital Exhibition & Trade City Project, and showed appreciation to the frontline builders.
He visited the construction site, focusing on project delivery, work safety, quality control and civilized construction, etc., urging the staff to keep the original aspiration and mission in mind, dedicate themselves to their roles, and advance high-quality project performance, thereby pioneering a new situation of high-quality development with practical action. Chen Jianguang then convened an on-site symposium to review project construction and Party-building initiatives. After that, he outlined the project management team to master "Five Core Competencies": Strategic Planning & Implementation; Resource Orchestration & Balance; Financial Acumen & Revenue Optimization; Refinement, Summarization & Elevation; and Disciplined Mentorship & Great Kindness, and outlined specific requirements for future project management.
He emphasized that: First, thoroughly study and implement the General Secretary Xi Jinping's important indicative spirit in the significant address of his inspection tour in Henan, deeply integrate into and comprehensively serve the economic and social development of Henan, demonstrate the responsibility as a central state-owned enterprise in resource guarantee, ecological protection, and high-quality development, etc., and enhance the corporate brand image through high-quality performance of key projects, making new and greater contributions to achieving the "One Goal, Two Best, Five Strengths" goals for China MCC. Second, ensure the effective implementation of the Commercial Management Handbook for Construction Projects, improve the standardized, normalized and refined management level of projects, implement the experience and practices summarized and refined in the Handbook in the actual production and operation, further unify procedures and regulate conduct, promoting steady high-quality development of the enterprise. Third, comprehensively improve and perfect the project accountability system, set business goals of projects scientifically and reasonably around management efficiency creation with cost reduction & efficiency improvement, delineate precise business units, and align responsibilities with commensurate authority and incentives, leverage effectiveness of incentives and constraints, energize teams, and strengthen the core competitiveness of the enterprise. Fourth, strengthen the Party organization building at the grassroots, adopt a downward-focused approach, deepen the action of "Raising the Party Flag high and showcasing the Party emblem", strictly implement the requirements of the Party Building Volume of the Commercial Management Handbook for Construction Projects, advance standardized project-level Party building, and deepen integration of Party building with business operations. Fifth, intensify education on the Central Eight Regulations, uphold its compliance red lines, defend bottom lines of politics, profession and integrity, strengthen care, positive encouragement and targeted accountability, and promote the formation of a dynamic situation where we forge ahead with vigor and determination under a good style and image.
