On April 18, China MCC convened the Q1 2025 Operations Analysis Conference. Chen Jianguang, a member of the Party Leadership Group and Vice President of China Minmetals, Secretary of the Party Committee of China MCC, and Chairman of both MCC Group and China MCC, attended the conference and delivered a speech; Bai Xiaohu, Member of the Standing Committee of the Party Committee and Vice President of China MCC, presided over the conference; other members of the leadership team present at the venue also attended the conference. 

At the conference, it pointed out that since Q1, the entire company has pressured ahead and made breakthroughs across all levels, achieving notable progress in substantially improved marketing quality, significantly enhanced project management level, consolidated growth of tertiary business units, steady advancement in unprofitable firm reforms, effective implementation of audit-driven rectifications. Amidst the current complex landscape of increased external pressures and more internal challenges, it must maintain strategic focus, confront difficulties, remain steadfast, make unwavering perseverance, accumulate momentum for transformative breakthroughs, and strive to achieve the "One Goal, Two Best, Five Strengths" goals. 

At the conference, it emphasized: First, unify thoughts, accurately positioning China MCC within "Four Profound Transition Cycles", and unifying thoughts and actions with the "One Goal, Two Best, Five Strengths" goals. We should take the initiative to adapt to new changes and orchestrate a comprehensive restructuring of MCC’s growth paradigm through the four-pronged advancement of "Technology + Industry + Service + Overseas". Second, maintain focus, accelerate the promotion of "Five Transformations", and strive unremittingly towards the "One Goal, Two Best, Five Strengths" goals. We should promote the transformations of marketing from investment-driven to innovation-led, business model from engineering contracting to providing solutions, site management from extensive to intensive, management characteristics from labor-intensive practices to digital-first operations, and business objective from scale expansion to efficiency optimization. Third, remain steadfast, and earnestly implement the four keypoints of Party building to provide a strong guarantee for achieving the "One Goal, Two Best, Five Strengths" goals. We should drive the deep-rooted implementation of education programs, strengthen Party-building initiatives at project sites, ensure full preparedness for the follow-up review of rectification measures mandated by the Central Inspection Team, and intensify disciplinary warning education. 

At the conference, we should, as mandated, implement rigorous monitoring of corporate-wide budgeting systems, and refocus on core business fundamentals; synchronize quality enhancement and efficiency, enhancing the operational quality of the enterprise; strengthen the leading role of scientific and technological innovation, and promote the ongoing transformation and upgrading of the enterprise; in addition, we should also enforce tiered accountability mechanisms to safeguard the production and operation of the company. 

At the conference, the relevant departments from the headquarters made a comprehensive review and analysis on the overall business progress in Q1, and relevant units exchanged speeches on the implementation. 

Attendees were the executives not part of the leadership team, other members of the working teams, key principals of subsidiaries located within the building, department heads of the headquarters, Head of the Party Committee Inspection Team, and representatives participating from video sub-sites.
