From July 29 to 30, the Second Project Management Forum of MCC was successfully held in Changchun. Chen Jianguang, Deputy General Manager and member of the Party Leadership Group of China Minmetals, Secretary of the Party Committee of MCC, and Chairman of MCC and China MCC, attended the forum and delivered a speech; Bai Xiaohu, member of the Standing Committee of the Party Committee of MCC and China MCC and Vice President of China MCC, made a keynote speech; Zhu Guangxia, member of the Standing Committee of the Party Committee of MCC and China MCC and Vice President of China MCC, presided over the forum; other members of the leading group also attended the forum.

　　The theme of this forum is "Strengthening Fundamental Management and Promoting Transformation and Upgrading". This forum is based on the two goals of "efficiency and effectiveness" to explore how to build an efficient project management system and mechanism under the new situation, continuously enhance fundamental management capabilities, and improve project performance levels, thereby supporting the enterprise's further transformation and upgrading.

 　　Chen Jianguang fully affirmed the success of this forum and put forward "ten improvement" requirements for the next key work in strengthening project management: First, we should strive to improve the productivity level of projects; second, we should continuously optimize the production relations; third, we should strive to achieve "industry leadership" and "local leadership" in project management level; fourth, we should strengthen the "institutionalization, standardization, normalization, refinement, and digitization" of project management; fifth, we should focus on the five key links of business management; sixth, we should reasonably and clearly define the rights, responsibilities, and interests between the legal person and the project; seventh, we should correctly handle the five contradictions of project management elements; eighth, we should firmly establish the concept of "site recycles market"; ninth, we should explore and innovate labor management models; tenth, we should give full play to the positive role of grass-root Party organizations and Party members in project production work.

 　　Bai Xiaohu summarized the achievements in project management since the first forum, analyzed the current challenges, and required the systematic enhancement of seven management capabilities, namely "project planning capability, EPC management capability, whole-process cost control capability, resource allocation capability, quality construction capability, technological innovation capability, and risk management and control capability." 

　　During the forum, Shanghai Baoye, China MCC17, MCC Tiangong, WISDRI, and China MCC22 shared experiences and insights on various aspects such as EPC project business management, the implementation of the Manual in projects, digital construction of projects, project collaboration for efficiency enhancement, and project Party building. Participants also observed the Changchun Film and Television Cultural and Creative Incubation Park Phase II project of Shanghai Baoye on site.

 　　A total of 183 people attended the forum in person, including non-group senior executives of MCC, other working group members, heads of departments of the headquarters, subsidiaries, and Shanghai Enterprise Party Working Committee, leaders in charge of related businesses of subsidiaries, main responsible persons of the "Top 20 Comprehensive Strength" third-level institutions, and project managers of major projects in 2024.
