On April 16, 2024, MCC held a World-Class Enterprise Construction Promotion Conference and Fundamental Management Improvement System Construction Exchange Conference to thoroughly implement the spirit of General Secretary Xi Jinping's important speech and instructions on building world-class enterprises, carry out the decision deployments and requirements of SASAC and China Minmetals on reform deepening and enhancement action and benchmarking world-class value creation action, and summarize achievements of the three-year action for fundamental management improvement. Chen Jianguang, Deputy General Manager and member of the Party Leadership Group of China Minmetals, Secretary of the Party Committee of MCC, and Chairman of MCC and China MCC, attended the conference and delivered a speech.

At the conference, China MCC5, Shanghai Baoye, China MCC17, and China MCC22 exchanged views on the construction of the marketing system and production performance system, and the Enterprise Management Department of MCC reported on the institutional management situation. Bai Xiaohu, Vice President, commented on the system construction of the exchange units. Chairman Chen fully affirmed the achievements achieved by each unit in the construction of world-class enterprises and the three-year action for fundamental management improvement, and put forward three requirements for the next steps.

　　First, we should optimize the layout and structure, and focus on strengthening the marketing system. We should ensure a reasonable growth rate; strengthen the coordinated layout of "Three Major Projects"; promote resource integration and reinforce "Five Linkages"; steadily advance the construction of marketing centers; and enhance the overseas marketing system.

　　Second, we should reinforce quality performance, and focus on accelerating project management upgrades. We should ensure the implementation of the Project Management Manual to improve the standardization level of project management; firmly establish the "Big Business" concept to enhance project profitability; improve risk prevention and control mechanisms to reinforce safety and environmental protection; strengthen quality excellence and awards to enhance corporate brand image; deepen centralized procurement and cost reduction and strengthen procurement compliance; and prioritize real-name employment management to protect the legitimate rights and interests of migrant workers.

　　Third, we should adhere to a problem-oriented approach and focus on enhancing the "soft power" of enterprises. In the face of the contradiction between increasing enterprise scale and insufficient resources, we should pay more attention to solving the shortage of "soft" resources, and reflect on whether fundamental management is solid enough, whether ideological concepts are sufficiently liberated, and whether cultural ideologies are advanced enough.

　　The conference was held via "live + video". Bai Xiaohu, member of the Standing Committee of the Party Committee of MCC and China MCC and Vice President of China MCC, Wang Zirui, Deputy Chief Engineer and Chief Safety Officer, as well as the main responsible persons of relevant departments of the headquarters, attended the conference in the main venue; and the heads of subsidiaries and relevant departments attended the conference in the branch venues via video.
