On March 1, the 2022 MCC Group & China MCC Working Conference on Party Building and the Briefing and Evaluation Conference of Party Organization Secretaries of Subsidiary Enterprises on Grassroots Party Building Work were held in Beijing. Chen Jianguang, Deputy General Manager and a member of the Leading Party Group of the China Minmetals, Chairman of MCC and China MCC, and Secretary of the CPC Committee of MCC, delivered a speech titled "Continue the Party Building Spirit, Advance Bravely with the Striving Spirit, and Lead and Guarantee the High-quality Development of MCC with High-quality Party Building"; Zhang Mengxing, Deputy Secretary of the Party Committee of MCC, Secretary of the Party Committee and the President of China MCC, hosted the conference.
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, this conference studied the general requirements for party building for the new era, fully implemented the spirit of the 19th CPC National Congress and its plenary sessions, earnestly implemented the work requirements of the Party Committee of State-owned Assets Supervision and Administration Commission and the Party Group of China Minmetals, comprehensively summarized the main work of party building of the Party Committee of MCC in 2021, analyzed the current situation and tasks of party building, deployed the key work of party building in 2022, and continued to guarantee the high-quality development of MCC with high-quality party building.
Chen Jianguang systematically summarized the main achievements made by the Party Committee of MCC in party construction in 2021 from the six aspects of "political development further strengthened, ideological development further consolidated, organizational construction further enhanced, party building work and production and management further integrated, the building of cadres and talent teams further strengthened, and strict governance over the party further deepened", analyzed the current situation and tasks from the four dimensions of "historical process, deployment of the CPC Central Committee, party building of state-owned enterprises, and MCC development", and comprehensively deployed the key tasks of party building in 2022 around the six aspects of "strengthening political awareness, strengthening the mind, focusing on the grassroots, promoting the integration, improving the teams, and enhancing the work style".
First, we need to firmly uphold the "two establishments" and implement "two upholds" to give full play to the political advantages of promoting the high-quality development of the enterprise. First, we should have a deep understanding of the decisive significance of the "two establishments"; second, we should thoroughly implement the spirit of General Secretary Xi Jinping's important speech during the investigation and research at the National Sliding Center; third, we should unswervingly build a world-class national team of metallurgical construction; forth, we should implement the plans and requirements proposed in the annual working conference.
Second, we need to have an in-depth study on the latest achievements of the CPC's innovation theory and further consolidate the ideological foundation for promoting the high-quality development of the enterprise. First, we should deepen and consolidate the theoretical study in an all-around way; second, we should continue to uphold the concept of "propaganda and ideological work creating value"; third, we should actively promote the study and education of CPC history to become permanent and long-term.
Third, we need to improve the organizational system to a well-connected and effective one and further consolidate the organizational foundation for promoting the high-quality development of the enterprise. First, we should strengthen the political duty and promote the quality enhancement and upgrade of grassroots party building; second, we should continue to improve the construction of the organizational system and comprehensively stimulate the new vitality of the party building work; third, we should focus on the construction of "three teams" and actively build a team of compound talents for party affairs; forth, we should continue to promote the united front and alliance work with party building to gather the joint efforts of different parties.
Forth, we need to comprehensively promote the in-depth integration of party building and production and operation, and further stimulate the strong momentum to promote the high-quality development of the enterprise. First, we should continue to promote the upgrade of "Flying Party Flag and Flashing Party Emblem" Action; second, we should carry out joint construction and co-construction activities of party building; third, we should continue to promote the deepening of reform and make new achievements in the three-year action of the reform of state-owned enterprises.
Fifth, we need to make great efforts to build a high-quality professional cadre and talent team to further consolidate the guarantee of cadres and talents that promote the high-quality development of the enterprise. First, we should stick firmly to the political criterion; second, we should select excellent leading groups for subsidiary enterprises and comprehensively promote the construction of the cadre team to be more revolutionary, younger, better educated and more professional; third, we should improve the regular cultivation and selection system of excellent young officials; forth, we should promote the quality enhancement and upgrade of the introduction, cultivation, and adoption of talents.
Sixth, we need to promote the in-depth development of strengthening party self-discipline and further build a good ecology that promotes the high-quality development of the enterprise. First, we should shoulder the political duty of party management and administration; second, we should put discipline and rules in the first place; third, we should always pay attention to the work style.
Zhang Mengxing put forward three requirements on the implementation of the spirit of the conference: The first is to quickly communicate the spirit for study. Party organizations of all subsidiary enterprises shall communicate the spirit of the conference on party building for study, and effectively make sure that the thoughts and actions of all employees are in line with the spirit of the conference and the deployment of the Party Committee of MCC. The second is to earnestly implement the key work. Party organizations of all subsidiary enterprises shall adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, take welcoming the 20th CPC National Congress and studying and implementing its spirits as the mainline, focus on deepening the achievements of party history study and education and implementing the spirit of National Conference on Party Building in State-owned Enterprises, pay attention to the six aspects of "strengthening political awareness, strengthening the mind, focusing on the grassroots, promoting the integration, improving the teams, and enhancing the work style", further clarify the key arrangement of party building work this year according to the actual situation of the enterprise, and effectively implement key works. The third is to strengthen party management and administration. Party organizations of all subsidiary enterprises shall improve their political judgment, political understanding, and political execution, and earnestly perform the main responsibility of party management and administration. The Secretary of the party organization shall earnestly perform the responsibility of the first responsible person. In accordance with the deployment of the Party Committee of China Minmetals and MCC, the Party organizations of all subsidiary enterprises shall carry out high-quality political development, ideological building, organizational building, work style construction, institutional improvement, and alliance construction, continue to strengthen the responsibility of party management and administration, comprehensively improve the level of party construction work, and make greater contributions to the high-quality development of MCC Group.

He affirmed the achievements and highlights of their party building work in the previous year and put forward specific requirements for future work.
