After the outbreak of COVID-19 in Wuhan, Tang Fuping, Chairman and Secretary of the Party Group of China Minmetals, and Guo Wenqing, General Manager and Deputy Secretary of the Party Group of China Minmetals, and concurrently Chairman of MCC, attached great importance to the epidemic and urgently guided the work of the epidemic prevention and control. On January 23 (the 29th day of the 12th lunar month), Guo Wenqing made important instructions on the epidemic prevention and control. On January 26 (the 2nd day of the 1st lunar month), Guo Wenqing presided over the teleconference on the epidemic prevention and control among subsidiaries based in Wuhan, guiding the work in a comprehensive way. The conference demanded that staff members of China Minmetals especially those in Wuhan conscientiously study and implement the instructions of General Secretary Xi Jinping at the meeting convened by Standing Committee of the Political Bureau of the CPC Central Committee, highly integrating their thought and action with the instructions of General Secretary Xi Jinping and the decisions and arrangements of the CPC Central Committee and the State Council. China Minmetals insists that life is of paramount importance. When an epidemic breaks out, a command is issued. China Minmetals should take its responsibility to prevent and control it. In addition, China Minmetals takes the epidemic prevention and control as the most important political task during this period, rallies the strength of the whole group to resolutely win the battle against the epidemic, and earnestly shoulders the political responsibility and social responsibility as a central enterprise.

　　On the telephone, Guo Wenqing listened to Song Zhanjiang, Chairman of China First Metallurgical Group Co., Ltd. (CFMCC), Xiang Mingwu, Chairman of WISDRI Engineering & Research Incorporation Limited, and Zang Zhonghai, Chairman of Wuhan Surveying-Geotechnical Research Institute Co., Ltd. on the specific situation and the work arrangement of the epidemic prevention and control. On behalf of Tang Fuping, he put forward four instructions on re-studying, re-deploying and re-mobilizing the epidemic prevention and control work.

　　First, China Minmetals should fully follow General Secretary Xi Jinping's instructions, overall requirements and care for the people. At first, Guo Wenqing reported verbatim the instructions made by General Secretary Xi Jinping when he presided over the meeting of the Standing Committee of the Political Bureau of the CPC Central Committee on the epidemic prevention and control on January 25 (the 1st day of the 1st lunar month). According to Guo Wenqing, General Secretary Xi Jinping called on people to win the battle against the epidemic, infusing confidence and strength into hundreds of millions of people across the country to fight the epidemic. We should rapidly popularize General Secretary Xi Jinping's instructions and care for the people across the nation to China Minmetals and companies of MCC at all levels. In particular, subsidiaries in the harder hit areas of Wuhan should make the solid implementation of the instructions made by General Secretary Xi Jinping. During the Spring Festival, they should not hold large-scale public activities, thus to avoid large gatherings of people. Besides, leaders should carefully analyze the situation of the epidemic and make good arrangements for the epidemic prevention and control.

　　Second, leaders should improve their political stance and fully understand the seriousness and complexity of the situation of prevention and control of the epidemic. This is a special period for the nation to jointly fight the epidemic. Right on the occasion of the Spring Festival, risks rise due to the large number of people traveling nationwide. The source of the outbreak has not been contained, so the epidemic is spreading. During the special period, leaders of subsidiaries should improve their political stance, fully understand the seriousness and complexity of the work of the epidemic prevention and control, strengthen centralized and unified leadership, and unswervingly implement decisions of the CPC Central Committee. In particular, subsidiaries in Wuhan, in the face of the complex epidemic prevention and control situation, should follow the unified requirements and arrangements of the CPC Central Committee, the State Council and local governments to promote the smooth implementation of all work in an orderly way.

　　Third, further improvement of the epidemic prevention and control should be implemented with scientific containment and targeted policies. The key point to win the tough battle against the epidemic is to carry out the work in a law-based, scientific and orderly manner. Companies at all levels and functional departments of the headquarters should keep their composure, avoiding creating panic among the public and staff members. At present, subsidiaries of MCC in Wuhan have successively set up working groups led by the head of each company, timely tracking employees during the Spring Festival holiday and responsible for epidemic inspection, troubleshooting and early warning. Moreover, all respiratory doctors and nurses at the MCC Shanghai Hospital signed up for three expert assistance groups from Shanghai to Wuhan. Luo Juan, a chief respiratory doctor, and Wang Yanjiao, the head nurse, were in the first group of Baoshan District, Shanghai, to leave for Wuhan on the Lunar New Year's Eve. Leaders of the hospital, including Director Zhang Jianguo, saw them off at the airport, showing leaders' high political stance. And 223 medical workers at Wuhan Puren Hospital owned by CFMCC are fighting this "war without smoke". As of January 22, the hospital has treated 86 infected patients, among which one third are in severe conditions. CFMCC timely deployed vehicles to ensure the transportation of its medical workers. Hospitals owned by China MCC5 Group Corp. Ltd., China MCC17 Group Co., Ltd., China 19th Metallurgical Corporation and China 22MCC Group Corporation Ltd. are also working with local governments in their regions to prevent and control the epidemic. On behalf of China Minmetals, Guo Wenqing extended his cordial greetings to medical workers who have been fighting on the front line of epidemic prevention and control and asked them to take care of themselves.
