　　On December 12, China Minmetals Shareholder Signing Ceremony of Heilongjiang Graphite Industry Project was held in the Minmetals Plaza, Beijing. Guo Wenqing, General Manager and Deputy Secretary of Party Group of China Minmetals, and concurrently Chairman of MCC attended the ceremony and held a talk with shareholder representatives including Wang Qiushi, Deputy Party Secretary and Mayor of Hegang, Sun Xuefei, General Manager, Vice President and Deputy Secretary of the Party Committee of Longjiang Trading, Zhang Zhenrong, Director and Deputy Secretary of the Party Committee of China First Heavy Industries, Li Fuli, Vice General Manager of China Resources Group, and Li Siyong, Secretary of the County Committee of Luobei. They witnessed the monumental moment of China Minmetals to implement the strategic target of the whole industry chain of graphite industry with the government of Hegang, Longjiang Trading, China First Heavy Industries, China Resources and the government of Luobei County.

　　China Minmetals Heilongjiang Graphite Industry Project is a measure conducted by China Minmetals to create the whole industry chain of graphite based on resources and to build world-class green intelligent graphite mines. The implementation of the project will help China Minmetals grasp the world's best crystalline graphite resources, improving China Minmetals' overall competitive advantages and comprehensive strength in the field of new energy materials, which is of great significance for China Minmetals to become China's and the world's leading supplier of mineral resources and new energy materials.

　　Before the signing ceremony, Guo Wenqing held a talk with shareholder representatives from the five parties on giving full play to the strengths of all parties and enhancing cooperation in the future.

　　Guo Wenqing firstly welcomed shareholder representatives from the government of Hegang, Longjiang Trading, China First Heavy Industries, China Resources and the government of Luobei County, expressing his sincere gratitude to all parties for their strong support to China Minmetals Heilongjiang Graphite Industry Project. Guo Wenqing pointed out that every party was an important partner to China Minmetals, and on the basis of careful engagement and in-depth research, all parties cooperated closely and implemented plans rapidly according to the cooperation intention, so within 11 months, the project was decided to be signed, and the substantive progress made in all aspects was exciting. China Minmetals is a pilot enterprise among the first state-owned capital investment companies in the field of metal minerals. China Minmetals is committed to the acquisition and development of high-quality metal mineral resources, with total asset scale of RMB 2.1 trillion and total assets of nearly RMB 940 billion. It is the only enterprise in China's metal mining industry that can be called a world-class mining carrier, bigger than three mining giants, Rio Tinto Group, BHP and Vale. At present, China Minmetals continues to achieve leapfrog development led by the business framework of "four beams and eight columns", but its core business in metal mining industry needs further development.

At present, China Minmetals pioneers in the scale of the new energy sector in China, boasting a number of super-large new energy raw material mining projects, such as Qinghai Salt Lake lithium mine and the world's third largest laterite nickel mine, and the production scale of 100,000 tons in terms of battery cathode and precursor raw materials of new energy. China Minmetals is striving to build closed circular industrial ecosystem of anode and cathode materials in new energy industry. The graphite project to be signed this time is highly compatible with the new energy industry development plan of China Minmetals. The project will become a solid foundation for China Minmetals to ensure the supply of national metal resources and become a world-class enterprise of metal minerals. The development of graphite negative materials and graphite industry will also become an important factor supporting China Minmetals in the future.

　　Guo Wenqing stated that China Minmetals was very confident about the Heilongjiang Graphite Industry Project, and based on the development plan of "resources+capacity+new materials" for graphite industry, China Minmetals and all other parties jointly relied on resources to cooperate in the graphite industry chain, which would have a positive impact on China's and even the world's mining industry with great and far-reaching significance. China Minmetals is willing to cooperate with all parties, adhering to the professional and efficient work style, positively carrying out the work in a high starting point and high level, seizing the opportunities in the critical window of graphite new materials industry and giving play to the powerful effect of new energy industry, to help Heilongjiang Province build a hundred-billion-level graphite industry and then to promote the transformation and development of China's graphite industry to form its high-end industry chain and value chain.

　　Jiao Jian, Party Group member and Deputy General Manager of China Minmetals hosted the ceremony and made a speech on behalf of the company. Jiao Jian pointed out that China Minmetals paid much attention to the project, and supported by governments in Heilongjiang Province at all levels, the company centered around helping Heilongjiang Province build a hundred-billion-level market in new energy materials and the whole industry chain of graphite industry, to accelerate the implementation of work related to resource pooling, environmental assessment of mining resources, introduction of social capital and registration of platform companies, and to cooperate closely with all relevant parties to strengthen, optimize and expand the pooling, development and utilization of graphite resources. He also said that together with all shareholders, China Minmetals would further promote the development of local supporting industries, foster new development momentum for Heilongjiang, revitalize the old industrial base in Northeast China, and contribute to the green transformation of the graphite industry and local economic development.

He said after the completion of the project, the resource advantages of graphite in Hegang would be transformed into economic advantages and development advantages to promote the high-quality development of graphite industry in Heilongjiang Province. 　　Li Fuli said in his speech that graphite was indispensable to emerging industries such as new energy and new materials, and China Minmetals Heilongjiang Graphite Industry Project boasted the graphite resources of the largest scale and the best quality in China which were the most suitable negative material resources. He said China Resources participated in the project because it recognized the controlling shareholder China Minmetals' ability to strengthen, optimize and expand graphite industry. What's more, he pointed out that this strategic cooperation among strong partners shared resources, opening a new chapter for the cooperation among central state-owned enterprises, local governments and local state-owned enterprises, so he believed it can contribute more to the high-quality development of China's graphite industry.
